New Requirements Are Adopted for Regional and Municipal Energy Saving and Energy Efficiency Improvement Programs


The Government of the Russian Federation approved the requirements developed by the Ministry of Economic Development of the Russian Federation for regional and municipal programs in energy saving and energy efficiency improvement.

«The new requirements will allow creating better energy-efficiency programs, which will ensure a new quality of implementing the national policy on energy saving and energy efficiency improvement in the territorial entities of Russia and on sites», noted Peter Bobylev, Director of the Department for Competition, Energy Efficiency, and Environment at the Ministry of Economic Development of Russia.

Resolution of the Government of the Russian Federation provides for synchronizing regional and municipal programs in energy saving and energy efficiency improvement with the existing programs aimed at developing housing & utilities and renovating residential and apartment houses.

Decree No. 161 of the Government of the Russian Federation, dated February 11, 2021 was developed within the Comprehensive Plan to Improve the Energy Efficiency of Russia, as well as by the Government's Order No. МХ-П16-3440 (clause 5) dated April 10, 2020.
