"Raw material transformation" of the Russian economy froze energy saving


Energy efficiency policy in Russia requires new incentives for growth. This is the conclusion of the experts of the Ministry of economic development, whose conclusions are summarized in the annual report on the state of Affairs in the field of energy conservation and energy efficiency in the Russian Federation.
By 2018, the energy intensity of Russian GDP has decreased by only 12 %, although the decree of the President of the Russian Federation of June 4, 2008 "on certain measures to improve the energy and environmental efficiency of the Russian economy" required to reduce it by 40% by 2020 from the level of 2007.
If the rate of reduction in energy intensity remains the same, it will be possible to reduce the energy intensity of GDP by 60% only by 2043. Over the past ten years, the energy intensity of Russia's GDP has decreased by only 9 %, and in the past four years, this indicator has frozen in place.
Comparing the current energy intensity of Russian GDP with global values shows that by the end of 2018, this indicator exceeded the global average by 46 %, the US level by 44 % and the European level by 62 %.
